The Office of Management and Budget (OMB) comprehensively reviews Uniform Guidance (UG) every five years. Below are some significant changes to UG effective October 1, 2024, resulting from the most recent review.
•    An increase in the single audit threshold from $750K to $1M.
•    Clarified terminology, using plain language, and wording changes to address inconsistencies.
•    An increase in the de minimis indirect cost rate for entities that do not have a negotiated rate from 10% to 15%.
•    The removal of many prior written approval requirements for new awards or awards with updated terms and conditions.
•    An increase in the base amount used to calculate indirect costs from the first $25,000 to the first $50,000 on each subaward for recipients who have a negotiated rate agreement using Modified Total Direct Costs (MTDC).
•    Increase the dollar threshold for equipment from $5,000 to $10,000.

What do the last two changes mean for your proposed and awarded budgets?
Even though the language in UG will change soon, the guidance we currently have indicates that the MTDC changes to subawards and the change to the definition of equipment will not go into effect for Emory until our Negotiated Indirect Cost Rate Agreement (NICRA) reflects the changes. The current NICRA for University Rates, the Emory Primate Center Rates, and Industry-Sponsored Clinical Trials are in place until amended, and our current rate(s) (and exclusions) will remain the same until a new NICRA is in place.

What goes into effect on October 1, 2024?
The de minimis indirect cost rate can increase from 10% to 15% for entities without a negotiated rate.

*Modified Total Direct Costs (MTDC) is a base to which indirect cost rates are applied. It is defined by the federal government (2 CFR 200.68). It includes direct salaries and wages, applicable fringe benefits, materials and supplies, services, travel, and up to the first $25,000 (current) or $50,000 (new language) of each sub-award. MTDC excludes equipment, capital expenditures, charges for patient care, rental, and participant support costs.

ORCID ID REQUIREMENT

Emory began a campaign to have all researchers’ Open Researcher
and Contributor IDs (ORCID) linked to Emory University. As a reminder, ORCID is a global not-for-profit organization that offers researchers a unique digital persistent identifier (DPI) that accurately connects you to your scholarly work throughout your career. Getting and using a free ORCID iD can help researchers save time and get credit for their work in funding, publishing, and research reporting workflows. Funding organizations, including the NIH, require ORCID iDs or similar identifiers to apply for and receive federal funds.
